On the first floor, the walls of the staircase give way to sturdy, well-proportioned columns, with pedestals made of marble from Izarraitz (Azpeitia) and shafts of Fontecha stone, with bronze ornaments and reliefs applied to them.

The great windows lighting the stairs contain some magnificent stained-glass, whose combination of varied and rich colouring lends an air of grandiose severity to the area. The work, entitled "Allegory of Bizkaia" was fashioned by the Catalan glass smith Antonio Rigalt to a design by the Biscayan painter Anselmo de Guinea.

On one wall hangs the painting "Kissing the Hand of King Ferdinand the Catholic during the Oath-taking Ceremony", painted by Francisco de Mendieta.
