The panel was fashioned by the Catalan glass smith Antonio Rigalt to a design by the Biscayan painter Anselmo de Guinea. In the centre, presiding over the scene, is a lady, personifying Bizkaia, seated beneath the Tree of Gernika, symbol of local liberties. On the left, the old rural and agricultural tradition of local farmers, with smoke rising from the humble farmsteads. On the right, the large industrial chimneys of the blast furnaces, new industries, ships plying up and down the river estuary... And in the centre of this historical crossroads, marking the transition from the nineteenth century to the twentieth, are all the Biscayan farm workers, livestock farmers, foresters, shepherds, ironmongers, industrial workers and shipbuilders together with the artists, musicians, painters, poets, etc., who come together in a spirit of fraternity beneath the shadow of the Sacred Tree, each one carrying the fruit of his labours to be offered up to Mother Bizkaia.
